Lord Granville presumes, that it will be the desire of Lord Rosebery that the Chinese Government should proceed with the Wanking Commission as speedily as possible, so that it's report may be presented without undue delay & the Chinese Government may then be more readily induced to Exchange the ratification of the Additional Article I and actually bring that Instrument into operation; but he asks whether the Chinese Government cannot be urged to exchange the ratifications within waiting for the Report of the Wanking Commission which may possibly lead to a lengthy discussion.
